A high-level video conference of the Belt and Road Initiative Tax Administration Cooperation Mechanism (BRITACʘM) was held on Dec. 15 Beijing time.
Under the theme of “New Challenges, New Opportunities, New Future—Development Planning of Tax Digitalization,” the conference gathered more than 200 participants, including chiefs, deputy heads, and other executives of tax authorities of 47 countries and regions, and nine international organizations’ senior officials and members of advisory committees.
Wang Jun, chair of the BRITACʘM Council and commissioner of the State Taxation Administration of China (STA), attended the conference and delivered a speech.
Since the COVID-19 outbreak, members of the BRITACʘM have acted promptly to help one another tide over difficulties and pursue common development, Wang said in his speech.
He noted that members of the BRITACʘM have organized high-level meetings and carried out various online activities with the help of technologies in a bid to establish intelligent and diversified platforms for exchanges, displays and practical cooperation.
Together with the Belt and Road Initiative Tax Administration Promotion Alliance, the BRITACʘM has held a series of online seminars and training courses, and helped bring into play the roles of more projects in capacity building for and cooperation among tax administrations, according to Wang.
He pointed out that centering around topics such as digital transformation in the collection and administration of main types of taxes, optimization of tax services, and big data governance, the BRITACʘM has held seminars to facilitate modernization of tax governance systems and capabilities.
To further advance development planning for and pragmatic cooperation on tax digitalization against the backdrop of the coronavirus, Wang proposed making intensified efforts to give full play to multilateral tax platforms, deepen the application of digital technologies in taxation, and promote the planning and construction of cooperation mechanisms.
He called on members of the BRITACʘM to adhere to the principles of extensive consultation, joint contribution and shared benefits under the framework of the mechanism and pool wisdom of various tax administrations to solve the problems for tax collection and administration caused by the digital economy.
Wang stressed that BRITACʘM members need to develop digitalized and intelligent tax governance systems and tax service ecology, keep sharing experience and information with one another, create an integrated long-term working mechanism for the BRITACʘM, and bring tax digitalization in various countries and regions to higher levels through highly efficient operation of the BRITACOM.
Ren Rongfa, deputy head of the STA, delivered a keynote speech at the conference, in which he shared the application of new technologies in tax digitalization in China. The conference was chaired by Wang Daoshu, chief auditor of the STA and secretary general of the Secretariat of the BRITACOM.
Executives from tax authorities of countries including Kazakhstan, Indonesia, Tajikistan, Angola, Hungary, Iran, Malaysia, and Russia, executive secretary of the Inter-American Center of Tax Administrations (CIAT), president of the International Tax and Investment Center, and other officials also made speeches at the conference, actively contributing ideas and making suggestions for economic and social development and tax governance in the post-epidemic era.
Meanwhile, representatives from international organizations such as the International Monetary Fund (IMF), the World Bank, the Organization for Economic Cooperation and Development (OECD) and the International Chamber of Commerce (ICC) had in-depth discussions on subjects including the role of tax digitalization in serving national governance, and reached broad consensuses.
During the conference, members of the BRITACʘM Council issued a joint statement and reached 15 major outcomes covering three aspects, including continuously enhancing multilateral taxation cooperation, intensifying efforts to advance tax digitalization, and constantly improving cooperation mechanisms. These outcomes have served as guidance for countries and regions along the Belt and Road on tax digitalization.
Since the beginning of this year, the BRITACʘM has held 13 online conferences on themes including taxation helping respond to COVID-19 and promote development. By offering platform for sharing of experience and practices among various countries and regions, these events have effectively facilitated the construction of cooperation mechanisms.
Meanwhile, the BRITACʘM has also rolled out five sessions of online training in cooperation with the Belt and Road Initiative Tax Administration Promotion Alliance. A total of 352 people from 31 countries and regions took part in the training, which significantly reinforced the tax administration capacity of developing countries.
