Thirteenth plenary meeting of OECD Forum on Tax Administration held online

The 13th plenary meeting of Organization for Economic Cooperation and Development's (OECD) Forum on Tax Administration (FTA), which was originally slated to take place in Amsterdam, capital of the Netherlands, was held virtually from Dec. 7 to 8 Beijing time due to the COVID-19.

The event was attended by commissioners from 53 advanced and emerging tax administrations from across the globe and representatives from international organizations and regional tax administration bodies.

Participants in the plenary discussed a variety of current global hotspot tax issues, including how taxation can help respond to the COVID-19 pandemic. They shared experience in dealing with tax administration issues and achieved consensus on issues of common interest.

Wang Jun, head of the State Taxation Administration, attended the virtual plenary, which was presided over by Bob Hamilton, Chair of the FTA and Commissioner of the Canada Revenue Agency.

The meeting passed the 2020 FTA “Amsterdam” Plenary Communiqué. The document pointed out that the COVID-19 pandemic has underscored the extent to which economies are deeply interconnected in many ways and made the OECD FTA become even more relevant as an instrument of multilateral collaboration.

Participants in the plenary agreed to undertake further collaborative work that will build on their recent experiences to enhance their resilience to future crises, according to the communiqué.

The communiqué outlined the four key areas of FTA collaboration on which discussions at the 13th FTA plenary meeting have focused, namely responses to the COVID-19 pandemic and lessons learned from the crisis to date, identification and mitigation of emerging risks, digital transformation of tax administrations in support of a more seamless model for taxation, and the next steps in enhancing tax certainty tools and outcomes.

Wang Daoshu, chief economist of the State Taxation Administration, spoke at the plenary about relevant issues.

Initiated by the OECD in July 2002, FTA is a high-level forum that brings together commissioners and tax administration officials from across the globe. As of May 2020, the forum had attracted commissioners from tax administrations of 53 economies around the world, including all members of the G20 and OECD, as well as some non-OECD countries.

At present, FTA has been developed into a unique platform for communication, dialogue, coordination, and cooperation among tax administrations of various economies.
