Wang Fayun said that the STA attaches great importance to optimize the business process of social security contribution and it will implement the important task of making “online office”, “handheld office” as the crucial content of the tax department conducting study and education of party’s history for providing the masses with practical work and further deepening reform of tax collection and supervision, plan carefully, advance steadily. Under the support and cooperation of human resources, medicare, finance, and other relevant departments, the plan of making all payment business of enterprises “handled online”, personal payment business can be basically “handled on mobile” has been realized until the end of June, the target task presented by the State Council executive meeting has been fulfilled ahead of schedule. In terms of payment channels, vigorously advance personalized and diversified services. Enterprises can flexibly choose ways such as electronic revenue bureau, department client platform, and other online channels or batch deduction to handle payment of social security, individuals can have access to social security contribution services through handheld channels such as tax applications, mobile banking services, or third-party payment. The tax departments across China also launch lots of special payment channels, for instance, the tax department of Shenzhen developed elderly version’s APP, which enables the old to pay online; The tax department of Qingdao created video connection platforms, providing “seeing a screen like meeting offline” payment service.
Along with realizing online and handheld social security contribution services, the tax department and the corresponding departments, continuously optimize offline channels, adhere to the “offline and online” two channels, strive to perform the payment services for special groups effectively, and further enhance the payers’ sense of contentment.
Firstly, promote the project of handling social security contributions in “one joint office” and “one network office”. Collaborating with human resources, social security, medical insurance and other relevant departments, coordinate and deploy service resources, boost the project of making social security contribution and business deals service processed in “one joint office”. By far, there have been more than 3000 tax service centers, social security centers, and administration service centers providing the “one joint office” service.
Secondly, offer targeted protection and services which assure basic production and living needs to a special community. To fulfil the needs of the special groups who do not use intelligent devices, the tax department specifically formulates and releases notifications, further clarifies the relevant matters RMB cash receipt and payment in the collecting process of social security distribution, sets green channels, specific payment opening in tax service hall, and also actively offers reservation service and door-to-door service. Pilot social security contribution and business deals service can be managed in “one joint office”, and the offline “one joint office” will be transferred to the online form. The tax department of Guangdong, Guangxi, Hubei and other regions will apply the tax service of “online office” and “handheld office” in convenience-for-people platforms including local administration websites and corresponding applications, the payers only need to log in once, and therefore their business can be completed in the “shared Internet”.
In the next stage, the tax department will continue to implement the requirements in Opinions on Further deepening the reform of Tax Collection and Administration published by General Offices of the Chinese Communist Party Central Committee and China State Council, consolidate, and expand the achievements of “online office” and “handheld office”, keep advancing the reform of social security contribution facilitation, and eventually provide more convenience to the people.
